Gabumon without his fur could still evolve into Garurumon because Digimon evolution is not linear nor based on any physical traits. All he needs is to accumulate the right data to become Garurumon. The pelt is just something Gabumon wears, it doesn't actually contribute to the evolution at all.

Gabumon without his fur pelt is the original "cursed image". I always felt gabumon was the unspoken digimon version of cubone (garuru pelt/marowak skull) He just kinda looks like an internally angry beta version of Agumon with arm tats, a painted belly and unicorn horn. Although the shoulder tat seems a bit random to add.

There are tons of Digimon with all sorts of accessories they carry, and for a great deal of these Digimon there is a story explaining how they got these items. It would make sense that somewhere in some universe, an ancient Gabumon somehow acquired some Garurumon fur and wore it as a coat, thus changing all Gabumon forever to be more equiped.
